If you are buying several items from the same retailer, ask before paying whether they can be placed on one qualifying tax-free invoice.

Purchases from completely unrelated shops cannot simply be added together by the traveler to reach the threshold.

Most popular boutiques, luxury brands, outlet malls, and department stores let you reach this minimum almost without trying, especially if you’re shopping for leather goods or Italian fashion. However, if you want local crafts or souvenirs from small shops, always ask if they participate and if your purchase qualifies.

What to Ask for When You Make the Purchase

Tell the cashier you need tax-free shopping before the transaction is completed and show your passport or other accepted document. The retailer needs your identification details to issue the electronic tax-free invoice.

Check your name, passport details and purchase information before leaving the shop.

Most importantly, look at the copy of the invoice you receive. It should contain the OTELLO request code, which confirms that the retailer transmitted the tax-free invoice into the Italian Customs system.

If that code is missing or your passport information is wrong, resolve it with the retailer before you leave.

Ask before the payment goes through rather than afterwards. A retailer may not be able to turn an ordinary receipt into a tax-free invoice once the sale is closed, so this is not something to leave until the end of the trip.

Take a photo of the invoice before putting it away. If the paper disappears somewhere between Milan and the airport, you at least have the request code and purchase details available.

Refund Companies vs Direct Retailer Refunds

A retailer can handle the VAT relief itself or work with a tax-free intermediary such as Global Blue or Planet.

Using an intermediary is convenient, particularly when an airport desk can complete part of the process for you, but the service is not free. Italian Customs confirms that these companies deduct a fee from the VAT amount returned to the traveler.

The Customs office validates the export. Customs does not pay your refund.

If your retailer uses an intermediary, you can check the process, airport desk locations and payment status directly with Global Blue, Planet Tax Free or Tax Refund Italy.

How OTELLO VAT Validation Works

Before leaving EU customs territory, you need export validation. If you are departing from an Italian exit point, tax-free invoices are validated digitally through OTELLO.

Have your passport, boarding pass or travel ticket and tax-free invoice information available. Customs may ask to see the actual goods, so do not put them somewhere inaccessible before the validation step.

If your retailer works with a tax-free company that has a desk or kiosk at your departure airport, you may be directed there. If there is no appropriate intermediary desk, use the Customs office.

OTELLO performs checks electronically. Some transactions are cleared digitally, while others are sent for physical Customs inspection.

Keep the goods available for inspection until Customs has confirmed the export. The official rules allow Customs to request that you show the purchased merchandise.

Customs facilities are available at the major Italian departure points, including Rome Fiumicino, Milan Malpensa, Venice and Florence, but they are not always beside your check-in desk. Allow extra time before your flight, especially in high season, and find the Customs area before you queue for baggage drop rather than afterwards.

Which Airport Validates Your VAT Refund?

The general rule is that export validation happens where you leave the EU customs territory, not necessarily where you made the purchase.

For example, if you buy something in Rome and later fly from Paris to New York, your normal EU exit point is France, not Rome.

There is an important Italian exception that many guides miss. If you leave an Italian airport on one through ticket and already have both boarding passes, one for the first Italian or EU flight and another for the final non-EU destination, Italian Customs allows the tax-free validation to be completed at the Italian departure airport.

So a Rome–Frankfurt–New York journey booked and checked through as one trip can be treated differently from two independently booked flights.

Timing varies with the method. An airport desk paying cash settles on the spot, while a card or bank repayment can take several weeks to appear. If you are close to your departure gate, the faster option is not always the one that leaves you with the most money.

The tourist tax-free scheme applies to goods, not ordinary travel services. Hotel rooms, restaurant meals, taxis, transport tickets, tours and museum admissions are therefore outside this process.
